MHV SENIOR SOFTBALL RULES
If Phone use Horizontal to view
Follow the ASA SENIOR SOFTBALL RULE BOOK
w/local exceptions stated below
The Mid-Hudson Valley Senior Softball League is run by a Commissioner, Administrator, Treasurer and several managers and players who all compose the Permanent Executive Committee. This is the PEC and they rule on protests, suspensions, disciplinary action and League Rules oversight.
All USA/ASA rules apply to this league plus certain other MHVSS specific rules that govern play.
All games start at 9:30 AM and are 8 innings in length, with the first 7 having a 5 run scoring cap for each team.
Managers, Players and Umpires must abide by League rules and schedules and cannot create their own schedules. Rain out games are set by the Administrator for any Thursday in season.
Legal bats have the ASA, USA, USSSA or 1.20 rating stamped on them. Illegal bats are Miken Two, triple wall and Titanium bats and are not allowed. Only Trump and Champro .44 core and 375 compression softballs can be used. Metal spikes are not allowed.
Playoff tiebreakers are determined by runs scored vs opponent in head to head games, then total runs scored for the season vs all teams, then the runs scored/runs allowed ratio.
No games can be played at Stills Park field facing parking lot on Jackson Road whatsoever, any games played there is a DOUBLE FORFEIT.
The fields we use are Stills McPeck,Shaefe rd, Whitsell and Digilio on Wilbur,, Any games unplayable at Stills McPeck can be played field on ALDA DRIVE
** PLAYERS
All players must sign an injury acknowledgement waiver holding harmless all league PEC members, players and Town and City of Poughkeepsie employees. Additionally, all players must sign a Covid-19 waiver and remain home when sick.
The minimum age for play is 60 by December 31st in the year of play. Use of underage and non-league players or illegal bats may result in team forfeits and player suspensions.
All players in the lineup must bat. Eleven players are allowed on defense.
No player can be a defensive or pinch run player only. Managers must play their draftees.
Teams having less than 8 players at game time will forfeit that game. Teams with 8 players can borrow one player on defense from their opponent; whose manager cannot refuse this request but assigns the borrowed player each inning.
Teams with 11 or less players may request the pinch run rule be waived for both teams for that game with the opposing manager for regular season games only: NOT in the playoffs.
Late arriving players must bat last in the lineup, this is not manager negotiable.
All time out calls are made by the umpires, not the players or during ongoing play.
The League Administrator and Commissioner assign substitute players as needed from the wait list, up to 11 players per team, if requested by managers. A 3 person wait list committee rates, recommends and removes substitute players of equal or lower rating than missing player. All managers will be notified of wait list changes made.
The committee determines if a waiting list player is considered permanent or a substitute.Teams can play shorthanded.
All players must pay a fee by opening day to their managers. By paying this fee all players agree with the rules established by PEC.
Players leaving game early, for any reason except injury, are out in their next at bat only.
Teams consist of 15 players, but a 16th player may be added at the Commissioner’s discretion under certain circumstances who can enter and leave the game with no penalty.
All players must play 4 innings on defense, or 3 if there is no bottom of the 8th inning.
Managers can use more than two players as catcher providing the players agree to platoon.
Teams can use two extra hitters per game, who do not have to play defense, but this is strictly the player’s choice and NOT a manager assignment.
** FIELD RULES
FIGHTING AND FOUL LANGUAGE WILL NOT BE TOLERATED. Physical altercations on the field of play will result in suspensions.
All bases are 60 feet apart. There is an alternate first base that must be used on any ball NOT hit to the outfield. However, if there is NO play at 1B the batter/runner can use either base.
There is an alternate third base which is optional and for the runner’s protection prior to a pitch being thrown. Runners can tag up from the alternate 3B.
There is an alternate home plate which runners must use when attempting to score, unless they score automatically on fair balls hit over the fence.
There is a 150 foot outfield perimeter line rule in effect plus a 50 foot infield line where all fielders must remain behind UNTIL the batter hits the ball.
Leading off bases, bunting and hitting a pitched ball with a half swing are not allowed.
The penalty is a dead ball and an out.
There is a commitment line 20 feet from HP up the 3B line. Any runner crossing this line CANNOT return to 3B safely. If attempted, the runner is out and the ball is dead. If a runner crosses this line to HP and is TAGGED OUT the run counts and no out is recorded.
THERE IS NO COMMIT LINE BETWEEN HOME PLATE AND FIRST BASE! If a batter and his pinch runner go ALL THE WAY to 1B the batter is out.
Fair balls hit over the McPeck field and the Beale field fences are doubles.
Any runner who interferes with a defensive player who is in the process of making a play on a batted or thrown ball is INTERFERENCE and THE RUNER CLOSEST TO HOME PLATE IS OUT. This includes any act on the part of the runner, other team members or umpires that impedes the progress of a defensive player attempting to make a play. Contact is not necessary.
If a fielder who does not have the ball blocks a runner from the base he is going to this is OBSTRUCTION and the runner is ALWAYS SAFE.
Sliding into any base is allowed. If a runner takes out a fielder trying to complete a double play both the runner and batter are out.
In order for a foul caught by the catcher to be an out the ball must go over the batter’s head.
Game protests are valid once opposing manager is informed during the game and the protesting manager files with a PEC member within 24 hours. No signatures are required.
** PITCHING RULES
Three strikes are allowed for each batter and a foul ball on the third strike is a strikeout.
Intentional walks are not permitted. If no strike is thrown the batter he has an OPTION of taking first base OR remain at HP with a new count. If 4 more balls are delivered CONSECUTIVELY, the batter and any runners get two bases.
Pitch screen use is optional. If not used the pitcher must wear a facemask and the screen is removed from the field. When in use one side pole must be in direct line with the mid-point of the 18 inch wide pitching rubber or mark, with the pitcher in contact with this mark. The pitcher must go behind and stay behind the screen once ball is released until the ball is hit.
NOTE:Pitcher must use screen or wear face mask and sign a league not responsible waiver
Any batted ball hitting screen first is dead ball do over, a thrown ball hitting screen is IN PLAY, screen can be laid down once ball in in play.
The opposing manager may remove the screen if not used properly.
The height of a legal pitch is between 6 and 12 feet. If a legal pitch contacts the HP board or mat it is a strike. The umpire must call a BALL on any illegal pitch NOT SWUNG AT BY THE BATTER. If a batter swings at an illegal pitch, he makes it legal.
The distance from the pitchers rubber or mark is 50 feet to Home Plate. The pitcher must be in contact with this mark when delivering a pitch
** PINCH RUNNER RULES
Pinch running is allowed at HP and on bases. Any player can pinch run ONCE an inning It is INCUMBENT upon the managers and players alike to ensure that this rule is ENFORCED, under penalty of protest. If a pinch runner’s turn at bat comes up when he is on a base he is out there but does bat.
A pinch runner is in the game when announced by the manager; managers cannot pinch run for any player who does not want one during the regular season
Players using a pinch runner from HP may not be a pinch runner later in that game. or batter is out if a player pinch runs more than 1 times per Inning
A pinch runner can be added at ANY time the player is currently at bat
If a batter and his pinch runner BOTH RUN ALL THE WAY TO FIRST BASE THE BATTER IS OUT.
The Home Plate pinch runner’s start line is 3 FEET BEHIND THE BACK 0F THE HP BOARD and NOT AN EXTENSION OF THE THIRD BASE FOUL LINE!
** PLAYOFF RULES
1. Managers are allowed to assign pinch runners.
2. Higher seeded manager gets field and dugout choice on eligible fields.
3. Managers cannot borrow defensive players from their opponent.
4. In order to be playoff eligible a player must have played in 7 games, excluding injury absences.
** UMPIRE RULES
The primary job of all umpires is to get the call CORRECT. The team at bat provides a HP and FIELD umpire. Starting in round 2 of the playoffs eliminated league players should umpire. All umpires must be current or former league players or coaches.
The HP umpire calls balls, strikes, foul balls and plays at 3B and HP. The FIELD umpire calls plays at 1B and 2B, in the outfield and on the base paths.
Either umpire may request help from the other umpire if he is blocked out from calling the play. Either manager may request an appeal of any umpire’s call to the other umpire.
IF BOTH UMPIRES DID NOT SEE A PLAY THE CALL GOES TO THE DEFENSE.
Umpires cannot eject anyone from the game.
All disputed calls are resolved by both umpires applying the league rules. Managers, not the players involved, can confer with the umpires. The HP umpire has the final decision.
Umpires cannot supersede league rules.
Managers may protest an umpire’s rule interpretation, but not a judgement call. All protests are ruled on before the next game.
** PARK PERMIT CONDITIONS
All players must abide by Park Permit Conditions as follows: All players must comply with Town of Poughkeepsie Codes and the Laws of the State of New York.
The Permit holder agrees to dispose of their trash in receptacles provided.
No person can consume alcoholic beverages in Town and City of Poughkeepsie parks or have an open container of an alcoholic beverage unless authorized by Town or City boards.
All parks are tobacco, marijuana and vaping free zones.

About our Senior Softball League
League By Laws
The history of the Hudson Valley Monday Seniors Softball League started in Fishkill as
the "Fishkill Seniors Softball League" during the summer of 1996. The league was the
brainchild of Mr. Nick Perrelle,(deceased 2019) was a retired Chappaqua High School
Athletic
Director and long time football coach. In 1996 Nick fashioned the idea of having seniors who loved
the game of baseball participate in a Senior League of Softball. Nick's primary goal was for the
seniors to frolic in this summer sport and become what he called "THE BOYS OF
SUMMER".
Through his persistent efforts and guidance, Nick was successful in establishing a six team
sponsorship culminating with ninety ball players. Nick assumed the position of
commissioner in 1996. He also appointed Art Ryan of Wappingers Falls as the league
Secretary/Administrator.
From 1996 to 1998, the league structure had to be put in place and required dedicated
people to lead and develop the by-laws, rules, recruit ball players and establish the
foundation. Together with a small group of ball players, referred to as
"The Advisory Committee", they established the league structure.
The Advisory Committee in 1996 consisted of team managers and other players that
assisted in the structure of the league. The names of the original advisory committee
members were:
Sal Cioffi(Deceased), Jack Dexter, Lou (Lance) DiCocco, Pete Letizia,
Tom Modica (Deceased) , Tom Olsen , Howard Roth, Art Ryan (Deceased),
